The Bluecoats claim the whole city as their turf but have limited influence in Whitecrown, where the Imperial Military garrison, under the Lord Governor, holds sway.

Situation

The Bluecoats envy the elite hardware and vehicles of the Imperial Military. They seek to refit their watch-guards with heavy armor and weapons to strike greater fear into those they prey upon.
